Yes, the rule for when a seven is rolled still applies in Cities and Knights. Of course you must have OVER seven cards in your hand before you have to worry about discarding any. In Cities and Knights you can build city walls (cost 2 clay) which don’t protect your cities but instead let you hold more cards in your hand before you have to discard any. For every city wall you have you can hold two more cards. So if you have two city walls and a seven is rolled you would be safe if you had 11 or less cards, instead of only 7.
Yes, though you can build city walls to increase the maximum safe hand size.
